Alla tradizionale concessione di preferenze ai paesi ACP che già godevano di un accesso totalmente privo di dazi doganali, si sono sommati gli accordi preferenziali con altri paesi terzi, come quelli del Mercato Comune Centro Americano (MCCA) e del Patto Andino, per sostenere la lotta alla droga e, ultimamente, l’irruzione di paesi del Sud-est asiatico con l’apertura di contingenti doganali sta creando una grande convulsione del mercato, che merita attenzione e un monitoraggio speciale.

Nel caso dei paesi beneficiari dell’SPG, del Patto Andino e del MCCA, i regolamenti (CEE) nn. 3751/83 e 3352/83 stabiliscono di considerare i prodotti originari se esportati da detti paesi senza alcuna trasformazione posteriore o, nel caso di una trasformazione posteriore, se detta trasformazione sia insufficiente o abbia utilizzato solo prodotti originari del paese stesso.

La difesa dell'industria conserviera comunitaria esige inoltre che si verifichi in modo approfondito che le contropartite concesse dalla Comunità a paesi terzi vengano effettivamente utilizzati per i fini stabiliti, vale a dire lo sviluppo sostenibile (paesi ACP) e la lotta efficace contro la droga (MCCA, Patto Andino); è inoltre necessario denunciare il ricorso a pratiche sociali odiose per i cittadini comunitari ("dumping" sociale), effettuare controlli di qualità e tecnico-sanitari dei prodotti importati e combattere le frodi in materia di origine dei prodotti.
