Tuttavia, considerando che già diverse industrie producono pneumatici a tenore ridotto di IPA; che secondo l'International Technical Journal for Polymer Materials la produzione dello "Shell Catenex SNR" è iniziata nel 1997; che cominciano ad essere immessi sul mercato pneumatici contenenti oli più sicuri (in Svezia, ad es., molti produttori sono già in grado di produrre pneumatici senza gli oli altamente aromatici), il relatore ritiene i tempi indicati dalla Commissione sufficienti per sviluppare pneumatici sicuri che non contengano le sostanze pericolose in questione.
However, considering that there are several companies that already produce PAH reduced tyres and that according to the International Technical Journal for Polymer Materials, the production of "Shell Catenex SNR" began in 1997 and the first tyres containing a safer oil are already on the market (in Sweden for example producers have already been able to produce tyres without the highly aromatic oils), the Rapporteur considers the Commission timeframe sufficient for the development of safe tyres without the dangerous substances. Unfortunately, this proposal was not followed by the Committee.
