Il Tribunale ha commesso un altro errore di diritto nell’affermare che giustamente l’amministrazione aggiudicatrice ha potuto non prendere in considerazione il diploma di «master in diritto» (Diploma di scuola superiore + 5 anni di studi) rilasciato in Francia, e ciò «tenuto conto dei diversi diplomi esistenti in Belgio e in Francia prima e dopo la riforma del 2004 che ha armonizzato i diplomi di insegnamento superiore in Europa».
