Emphasises that the provision of adequate infrastructure in the information and communications technologies (ICT) sector in the LDCs must be supported; draws particular attention to the role of (wireless) access to the Internet with the vast opportunities it offers for distance learning and health services, job creation, small firm start-ups, cooperative networks, etc;
